The background
All the things have a background. All the situations have it. So, why when we talk about some issue in our daily life we didn't consider the context?
In my opinion, we do it because is easier than analyze all the situations in a integral way.
I read this morning an article about the sexual violation of a member of the Parliament of Bolivia by other member.
In a first place, the victim was unconscious under the alcohol effects in a celebration of the Parliament. How could an officer get drunk into a official reunion?
Secondly, she is violated by one of her mates in the Parliament room.
How could that happen?
Obviously we can't say that she is the guilt because she was drunk. Exist a context that allows that kind of behavior in an officer but not just that, allows a violation too. Because the victimizer just act when he feels that his conduct is fine.
Into a political institution like is a Parliament, the rights of any citizen have to be sacred. If they have permission to break laws and ignore the Human rights then everybody have it.
The background of this community support situations like this. The responsible is not just the man but all the people that think that these is a right way to act.

Cultural Equivalency
I am a conservative so I tend to have somewhat black and white views of right and wrong. I agree with you that blame for this incident extends to those people that think this is an acceptable way to act.
Unfortunately, that behavior is a cultural thing. In Mexico, Central and South America, sexual abuse of women and children is common, seldom punished, barely condemned and largely a social norm. Personally I think this culture is disgusting and warrants broad condemnation.
But progressives preach "cultural equivalence". For them, all cultures are equal and they consider it wrong and somehow hateful to condemn other cultures. I reject and refuse to be controlled by that ridiculous paradigm. Rape is wrong and cultures that accept rape are despicable.
For example, the latest members of the liberal/progressive coalition are Muslims and particularly Palastinians and Egyptians. These people belong to a culture that treats women like chatel and has no problems stoning gays with fist size rocks until they are dead. Never mind that rapes like you describe above have several times happened in Egypt to western female journalists recently and that rape of young women has become a form of cultural and religious discipline in that country with unchecked gangs roaming the streets teaching "piety". Yet this culture is now welcomed into the progressive party that supposedly champions women's rights and gay rights.
I know the background yet I still find it beyond comprehension. I guess power trumps values.
