If your asking about ProgressiveU's scholarship, the contest is almost finished. You can join next Fall's contest, but it's too late for this one.
The ProgressiveU Blogging For Progress Scholarship Contest means that you win by blogging--posting entries, people reading your entries, you writing comments, bonus point ops.--during the contest. You get points for the various things you do, and at the end of the contest (which lasts a "semester") the person with the most points wins.
Summer is a good time to get a good reader base-- join now, and you've got all summer to get to know the site and develop your own style. Then you've got a bit of a leg up in the next contest
Good luck... and check out http://www.progressiveu.org/BFP_FAQ it will answer common questions.

It would be a good idea to stick around if you want a chance next semester. It can earn you some fame on the site and get others interested in your writing.

I'd rather know where to get yet more information about other scholarships, not just the one that was for this site. Especially for graduate school, as soon I'm hoping to get my way in there. If you have any suggestions where to go alookin', please let me know. I'd appreciate it greatly.

Here's some tips from yours truly:
1. Try Fastweb.
Also, scholarships.com is similar to fastweb, but has some scholarships that Fastweb doesn't offer. You can also try searching for "scholarship application" to get a plethora of results.
The college Financial aid office that you're interested in is also a good source of information. Most of the deadlines for next year are around February, so be sure to get a head start.
Personal tips:
Keep a folder of applications, supporting documents, etc. that you can keep with you and copy as needed.
Keep a file of typed essays for common questions about career goals, what you've done in high school, why you want to enter a profession, etc.
Keep a resume' of activities, community service, etc.
Be persistent. If you apply for a bunch of them, you're bound to get at least one.
