I was watching the news and they were discussing a decision made by a committee in the United Nations. Some committtee decided that the use of tasers qualifies as torture. The news anchor was asking the law expert if this would affect the US's use of tasers. The expert basically said that no, it won't affect us because it's just something some committee said.
