Noose: Just a Decoration or a Discrimination?

After the incident of Jena 6, the media immediately picks up on the concept of hanging up a noose. Everyone agrees it is an offensive action. However, is it okay to have dummies hanging from trees or houses for Halloween decoration? If so, what makes this an exception?
