There are reports that in 2003, that President Bush and his administration was offered a treaty of sorts with Iran in which the Iran government would disarm Hezbollah and Hamas as well as recognize the state of Israel among other things. I have a lot of difficulty fully understanding reasons for why such a deal with not taken up.
