Our government and the Department of Agriculture are using cities as large-scale testing grounds for dangerous pesticides and other chemicals. These tests are particularly worrisome given that the populations targeted are not warned (though they are apparently justified in that because the sprayings take place at night).

Conan said it right when he called the Bay Area a unique place.
And the title's right: in San Francisco, plastic bags are illegal, but medical marijuana isn't. Now, it appears Oakland is much the same.
This is just one of several environmental/political/social issues bouncing between cities in the Bay Area.
