In both 2006 & 2007, the Democrats & some Republicans in the Senate tried & failed to get what they called "Comprehensive Immigration Reform" pushed through. Supporters of the legislation claimed that it was not amnesty because it imposed penalties on illegal immigrants. These "penalties" included:

1) Paying a fine for being in the country illegally.

I was watching one of the early Republican debates a few months ago. The candidates were asked about what they thought George Bush's biggest mistake had been as president.
