Jails are a big part of society. The people that inhibit them are numerous and the walls are filling up. Every fiscal year the city, county, and state governments have to allow a jail allowance in the budget somewhere. This jail allowance pays for food, housing, parole officers, fencing, barbed wire, and Harvard Business professors who come to teach classes to the inmates.
