Joe Arpaio, "America's toughest sheriff, of Maricopa county in Arizona is a name many people in Arizona and most nationwide know. His reputation of strict military conduct jail has stirred controversy. Some say he's cruel and inhumane and some say it's just what the doctor ordered.
His infamous tent city is literally an area full of open tents with bunks. Sparing the taxpayers more money, the inmates live outside in the Phoenix heat with no AC. This zero tolerance jail restricts small pleasures such as cigerettes, porn, workout equipment, and only select tv stations like the Disney Channel and CSPAN are allowed. Cutting more corners, the average meal per inmate is 15 cents with no salt and pepper saves $20,000 a year. The inmates are only fed 2 times a day and usually green bologna sandwiches. After thefts of the jail's white shorts, he had all briefs died pink. Shortly after, for phsychology reasons, everything except the traditonal black and white striped uniform were in pink as well. Right down to the pink handcuffs.
Inmates on that cause trouble get to join the ranks of the chain gang. They have to pass a quiz of rules outside the prison walls, if they do they're tethered together by the ankle with chains. While reciting a cadence, their foot falls in rhythm as they walk. This chain gang is responsible for taking on jobs of the county such as volunteer work at animal shelters, cleaning up roadsides, repainting over graffetti and so on. An interview with a inmate revealed his reaction to the chain gang. He was tied together with men he didn't like (whether from a different gang or race) and they had to keep in sync and work together. Yes, your ankles get bruised up but you can't fight the guy next to you, your stuck with him.
This sheriff has strict and mean conditons he enforces. N his defense is, "This isn't the Ritz/Carlton. If you don't like it, don't come back." and that's what his prisoners do. He has 60% recumbancy rate. When he hears his prisoners complain about the heat, he tells them that there are men out in the line of duty that are under worse conditions. And they aren't leeches of society.

...that Arpaio's controversy has a lot to do with the fact that his office has proved itself to be grossly incompetent when it comes to investigating actual criminal activity. I(LINK) Arpaio prefers to spend its time focusing on illegal immigration (which is a federal responsiblity) rather than focusing on the job that he is supposed to be doing. Also, inmates in Arpaio's custody have a strange tendency to die while in his care. In fact, Maricopa County has been forced to pay more than $43 million to settle scores of wrongful deal lawsuits filed against the Sheriff and his officers. (LINK) There are many (and I count myself among them) who feel that Arpaio should be the one behind bars in Maricopa County.
