The U.S. had a long history of slavery. Eventually, this open system of slavery became unacceptable. Slavery was then abolished. A step toward equality was achieved. As time pass to modern day, the majority of human now see slavery as unacceptable. However, slavery today still exist despised it being abolished.
The old slavery, as many know, is based on legal ownership. Slaves were legally owned by their slaveholder. Slaves were mere object of possession. Slaves were bind by law. To possess a slave is also expensive. There was a high purchase cost when acquiring slave. Afterward, to maintain the slave(s) is expensive because of daily expense. Since there is legal ownership, this created a long-term relationship. Slaves were used for plantation as is known by many. You would think that having slave would be profitable but on the contrary, it was ineffective when it come to profit. Slaves were needed for manual labor mainly. Looking on history, we acknowledge that there were numerous slaves. However, there was a shortage of potential slaves because demand was higher than the supply. Probably, one most important feature of slave is the ethnic differences. Slavery in the U.S. is involved people captives from Africa.
The new (modern) slavery involves and exists through ignorance of the majority of people. This new slavery needs no legal ownership of people. Slavery is maintained by physical force, manipulation, and coercion. Most people become part of the new slavery mostly due to lies. The purchase of slave now is inexpensive. Because there is no legal ownership, people are force to work and survive on their own. Once their usefulness has been used, they are quickly disposed off. The new slaves are disposable. Unlike the old slavery, the new slavery is very profitable. This is that the new slave has a low purchase and they are not maintain creating no expense for the slaveholder. Slaves are work almost 24 hours a day creating the high profit. Also, unlike the old slavery, there is a surplus of slave. This is that the ethnic differences are no longer important. Anyone and all people can be enslave.

Here an example of how the new slavery works. I hope it help understand what new slavery is.
Poor people who seek a bright future are basically prey on. Certain people will come to these poor people and promise them a bright future and work if they sell what property they have and buy a ticket to whatever destination. Many poor people agree. This is that they are poor and would probably take anyway out of poverty. Upon arrival of the destination, these people are quickly rounded up to work in sweatshop. They work about 24/7. They basically can't quit their job. Everything they once owned was sold and they have no where to return to. When they refuse to work or try to quit, they would be force to compliance. They are now slave. No one can leave once they enter the sweatshop. They are slave for the rest of their life. Their only job is to work til death.

I'm not entirely sure I understand what you mean by the "new" slavery. You could be talking about awful practices such as forced prostitution or enslaved house servants found here in the USA and unpaid and involuntary agricultural and sweat shop workers found elsewhere in the world. But some people use the word slavery much more losely and less correctly and would include things like poorly paid agricultural workers which I would not agree is slavery as long as they are free to quit.
As long as you are talking about real slavery then I agree with you. Slavery is a problem that is probably going to get much worse in the coming decades because the human condition is destined to get much worse as our already over-populated earth gets even more populated. We currently have 7 billion people and the demographic stage is set for population to grow to at least 9 billion before it might level off. Most of this growth will happen in areas that are already miserably poor, people are vastly ignorant and most are living on about $1 per day and unemployment and under-employment are rampant. The world is greatly oversupplied with ignorant unskilled workers and the over-supply system is going to get worse as population grows.
This sets the stage for an uptick in slavery. It is easy to deceive and coerce desperate and ignorant people. The sad thing is that as over-population causes conditions to deteriorate, the slaves might be the lucky ones. The slaves might be the only people that get fed.
The old slavery was driven by a shortage of labor. The new slavery is driven by an over abundance of labor. Both are driven by the desire for labor to be cheap.
The answers are economic development, education and population stability.
