Congress consists of the House of Representatives and the Senate. Congress has a bicameral legislature for many different reasons: historical ~ parliamentary government used as an example; practical ~ compromises such as the New Jersey and Virgina plans/resolutions; theoretical ~ popular sovereignty. The terms of Congress are determined by the 20th Amendment of the Constitution. Also determined by this amendment: January 3rd of every odd numbered year, lame duck Congress members and president, and the starting date of January 20th. The sessions of Congress: A bill that has been introduced must be passed before Congress adjourns, other wise, the bill is dead. If necessary, the President has the right to prorogue and or adjourn a session if the two houses cannot adjourn themselves. Every term of Congress has two sessions. There is a math formula that can be used to determine and calculate what session of COngress we are currently in, or a particular session of a particular year. it is x minus 1787 over(divided by) 2. it looks like this:

And although the power to declare war is often misconcepted to be belonging to the President, it is actually COngress who holds the power to declare war, as well as approve expenditures. However, the President does in fact have the power to dispatch military personnel overseas.




but that power to dispatch miltary is only for 60 days.

x is the variable for the year you want to know about - for instance, what session of congress were we in in the year 1975? Put that year in for x. lame duck is the period of time from when a president- elect is elected and the president-elect is inaugurated, so the current president is "lame". My source is primarily my own knowledge, which I've obtained from my government class. This information may not be particularly important to you, but for history majors or polictical science majors, this information is just a helpful reminder of Congressional information.
