IN 1994, RWANDA WAS IN CIVIL WAR. NEARLY 1 MILLION PEOPLE DIED IN THIS ATTEMPTED GENOCIDE. TODAY, RWANDA IS BATTLING POVERTY, AND ITS CURRENT PRESIDENT WANTS ADVICE ON WANT TO DO ABOUT IT... (pls keep a look out for the next part...)

Your Excellency, I thoroughly enjoyed watching both parts of the short film The Entrepreneur President: H.E. Paul Kagame by Legatum Pioneers of Prosperity, at the Africa Awards in Kigali, Rwanda. I understand your high hopes, great intentions, and ambitious expectations for the country, here are my policy recommendations that will help us in achieving those goals: fundraise, promote and enhance the public library system, prioritize arts, entertainment and tourism, involve those in the penal system in community service, enrich universities and government, and boost country morale and patriotism.
A special unit of the government needs to be formed to oversee, direct, and produce all the new developments. Many of the other branches in the public sector have their hands full carrying out your human rights visions. It is Rwanda's responsibility to aide in the prevention of genocides in the whole of Africa and indeed, the world. It is clear that those working in the Rwanda Defense Forces are currently making great strides in the Sudan and are internationally recognized as one of the major contributors of African peace keeping in Darfur. Also, work on the fledgling AU-UN force is keeping many of our employees occupied. Not to mention all the efforts being made by our countrymen and women to stay focused on the actions of President Mugabe in Zimbabwe and his increasingly authoritarian regime. And France, well President, that is another story all together. These are just some of the reasons I feel we need a special division to focus on these new policies I want to implement to help battle the crisis of poverty in our country. For now, lets call this division Rescue Rwanda (RR). RR should focus on making these changes happen. Also RR, will add new jobs, thus helping the economy.
The goverment will need to fundraise to produce all these changes. Every six (6) months until we reach your goals for the country, we should host an International Thinktank Banquet (ITB) in Kigali, Rwanda. You should invite community leaders, world leaders, and world entertainers. This banquet could easily charge anywhere between $10,000 to $50,000 a plate. Perhaps a contest that is open to the public could be held where the fortunate winner would be the ITB guest of honor and receive a free ticket for themself and one guest to the event. At this proposed semi-annual International Thinktank Banquet, before dinner and dancing (where local entertainment will be provided*), there should be an open discussion and brainstorming session about not only how Rwanda can improve its conditions, but also how other struggling/developing countries can improve their own conditions. I believe this element will attract much worldwide attention. Also, this should be a time to focus on the progress that has taken place so far. Perhaps you will see it fit to include an award ceremony to highlight community leaders who have made exceptional progress in their particular projects. In addition, (demonstrating Rwanda's penchant for technology) the Thinktank portion of the event should be televised so that Rwandans can see the progress being made, and the mindset of those in power to bring about change. Those people who do not have access to television should be able to go to the local library and watch the event for free.
Operation Library (OL) is a program that should be incorporated by the government in conjunction with dedicated, reliable community leaders to draw all people to use the library, or to even start a library in their community if one does not exist. Also, all university libraries (such as the Kigali Institute of Science and Technology and Management and the National University of Rwanda) should be open to the public with strict rules, so that the library is not abused. Government events can be televised and people should be able to watch those at their community library, along with internet services, books, periodicals, and audio visual materials. Also, libraries should employ people to serve as tutors and literacy coaches.
