Maybe, people should put their children in sports,or after school activites,make them join clubs,have them be more invovled with their community that way kids will be more focused on that then what happening in the streets where they live. And will most likely not be active in a gang because they've got better things to be doing. It's also got a lot to do with their parents and how they raised their children. And the location they live in if they lived in a nicer location with not bad streets..then that way it will be a better enviroment.
