Senate Bill 1613 would prohibit motorists from talking on their cell phones unless the phone is on hands-free mode.
• Connecticut, New Jersey, New York and the District of Columbia have enacted similar laws.
• Nineteen other states have other laws regulating driving and cell phone use.
• The National Highway Traffic Safety Administration estimates that driver distraction contributes to 20 percent to 30 percent of all motor vehicle crashes.
• In California from Jan. 1 to Oct. 31, 2005, 1,210 people were involved in accidents in which cell phone use was a contributing factor.
• During the same period, 32,546 people were involved in accidents in which some other distraction - such as smoking, the radio or children - was a contributing factor.
I think it's best - either use a hands-free device or get off the phone. Folks get so distracted driving and holding a phone up to their ear... decide which you want to do - talk on the phone OR drive... not both! I'd support this ban... would you?

I was bout to say, in NOrth Carolina I thought they already banned driving while talking on the phone because you don't pay attention and whatever...I know they don't actually enforce those rules, but I think they should. My sister and I were driving to Charlotte on my birthday and It was snowing. Our car hydroplanned and stopped. A woman was coming right at us and she had more than enough time to stop, but she was yakking on the phone and slammed right into us. There were many other times where I've almost got hit by somebody on phones. I never drive with my phone, 1 because I know I won't pay attention; once, I ran a red light. 2. because I have a stick and it would be very difficult to switch gears while talking.
Yeah, NC is one of the 19 states.
The more things you do while you're driving, the less focus we have on the road. Helps a lot though to talk with both hands free and the full mobility of the head and full view.
Wisdom achieved through observation and trial and error. Wish more would learn as you have. Many are overusing the cell all over the place. I dislike hearing someone's loud conversation with another as he/she stands behind me in line. What happen to the days when we talked and showed concerned about the people around us...get off those cell phones so much, especailly while driving. Glad you have.
They should ban it. It's a hazard. It's like putting on makeup while you drive. Someone will die if you don't pay attention.
They should ban that too! Also should ban smoking while driving.
True, true...Heck, anything that make people not pay attention should be banned! I have seen people smoke, EAT, and multitask while they drive. So many get killed.
I believe driving while using a cell phone is dangerous. HAND HELD cell phone should be banned in all states.
In the meantime, even if it's not banned, we should all practice using a hands free device IF we need to use the phone while driving. Also, we should limit our cell phone time while we're behind the wheel and should focus on the road - the reason we're driving in the first place is to get from point A to point B, not to chat it up!
Well eventually they can design cars that has the internal system where one can speak and not have to hold the phone nor have ear pieces. For once we spoil people with the knowledge and convenience of communicating with a non passenger, it will be hard to break the habit.
We can use ear pieces and get the same effect now, or even get phones with speaker phones OR, better yet, talk on the phone when we're not driving at all, and just simply focus on the road.
it should be banned

Yeah they should also ban manual transmission. What a distraction. keep both hands on the wheel and narrow it down to two pedals, the way it should be!
