Should We Donate Before Disaster Strikes?

I still remember the hurricane season last year.  Every week the panic of a new storm bearing down on the southern US would make headlines.  It seemed to be the most popular topic at work and around the dinner table.  And every time it struck the coast we kept our fingers crossed to hear of no casualties.  The summer passed by with that same hope every week.  Then it came time for hurricane season to end. . .and Hurricane Katrina hit us.

With the same outlook for 2006 (assuming that because of the world warming up we will have the same type of hurrican season) what can we do for prevention?  I am sure many people say there is no prevention-the best plan is to pay attention and get out of town as soon as possible-that may be the easiest for people with money.

I think a very beneficial, but at the same time might seem pointless, idea could be presented.  What if we donated before disaster strikes?  Many people believe that money is wasted.  .. but how much damage would Hurricane Katrina really have caused if the people had been evacuated in time?  Donating money to have waiting. . .in case hundreds of people need to be bused to another location.  Just a thought, but someone with ambition should start an emergency evacuation fund. . . it could save lives. 

  I don't think people should donate to the American Red Cross because I heard on TV, one time that they don't use the money to help the hurricane victims, etc.

Wouldn't that be great??? The question is, how to you create a organization trustworthy enough to reveal to the public (transparency) everything they are doing with the money? (via online???) I live in Floirda and I understand exactly what you mean and how you feel!
