History Repeating?

I am reading over the reasons for the Mexican-American war and can't help but not a couple of interesting points.

When Texas was first garnering attention, many Americans eyed the Mexican state with greed. In fact many believed it to be US territory anyway, even though the Adams-Onis Treaty said that the US would relinquish any claims to Texas. Mexico opened its borders for the Americans, however it imposed conditions upon entrance. There was about 20,000 settlers in 1830. Settlers agreed to adhere to the conditions imposed by the Mexican government - that all immigrants be Catholic and they take an oath of allegiance to Mexico. It's only when the Mexican tried to enforce the agreements is when the Anglo-Americans became resentful. Mexico, in turn, started to become alarmed at the large amounts of immigrants into its state.

Now, I'm finding the reverse is happening. The US is becoming alarmed at the amount of Mexicans settling into Texas, and it's the Mexicans who are becoming resentful of adopting the conditions of naturalisation - ie, learn english.

Strange, huh?
