Thank you for "Thank you for Smoking"

I recently saw the movie, "Thank you for Smoking," and was blown away.  I thought it was clever and moving.  The dialogue and acting were brilliant.  The movie tells the story of a man who works as a lobbyist for the tobacco companies and basically describes the entire phenomenon of how the tobacco companies, for years, lied to people about the harmful effects of smoking.  But the movie doesn't depict the lobbyist as a complete bad guy.  He's a divorced man whose trying to be a good dad and trying to make a living.  I really sympathized with his character and especially that of his son.  One question though:  (If you haven't seen the movie..and don't want it spoiled..do not read this:) Who was responsible for kidnapping the protagonist and covering him with nicotine patches?  I thought it was a novel idea for a torture scene..but I couldn't figure out which party was responsible for it?  Was it the senator from Wisconsin?

I loved the movie as well! I got to attend a press screening of the movie AND talk to the director afterwards. He is just as wonderful as the movie.
