I've often heard of government being described as an outside souce, like an other force that sometimes regulates society for good and sometimes interferes for bad. But I don't believe this is the case. I think that government is merely an outgrowth of society, and as such, should reflect it. The basic unit of society is the family, and the family enforces certain rules and norms. These norms are carried over into society as society's norms. Since government is basically a codification of a society's system of governance, it makes sense for all these norms to come from the government. Therefore, government isn't some outside force that "inteferes" with society. It doesn't make sense to say that the government has the right or not to interfere in people's lives as thought it were some outside force that can interfere. The government is the people's personal lives, on a higher level.
Is Government an imposition on Society? I think no.
