Diplomacy or War?

There are reports that in 2003, that President Bush and his administration was offered a treaty of sorts with Iran in which the Iran government would disarm Hezbollah and Hamas as well as recognize the state of Israel among other things. I have a lot of difficulty fully understanding reasons for why such a deal with not taken up. One of the reasons that a former member of the Bush state department said was there was some fear that the Irani Reformist government did not have the power to be able to back the things they claimed they would do. Some of you have a better idea what I am talking about from watching part of PBS Frontline: Showdown in Iran. This story was also on numerous other news sources and was confirmed by the embassy in Switzerland.

I have a couple questions that I really am interested in hearing answers to:

Is diplomacy the answer?

Should diplomacy be carried out in all cases and at all costs?

Is diplomacy in appropriate in certain occasions?

Do you think that the Bush White house could have handled this in a different way that could have been more appropriate?

What would you have done had this been your choice?
