The US government employs many terrorists. We call them Navy SEALS and Green Berets. They often do the same jobs and often outside the bounds of any war. Terrorists just don't have, or sometimes do, the official support of a government. We train our special ops to be cold, efficient killing machines, and terrorists rely on fanaticism, what's the difference? They are both willing to do anything they are told, and they are both devoted to a cause. Well, some SEALS just like killing people, but so do some terrorists.
They perform attacks on infrastructure, commit assassinations and spread terror among civilians. The only difference is the terrorists aren't on our side. Our special ops folks are our secret dogs of war, kept penned on our side until we need them.
I imagine many people will think I am talking out my ass about either the attitude or description of the work done by our special ops. Believe me. I have met a pretty good cross section of dirty job guys, and they do what they are told and do not care what the repercussions or meanings are. Our government does dirty, nasty things, and we employ dirty nasty people to do them.

when we're faced with fighting guerillas, we can't fight back with conventional methods.
Sure, but when our enemies use these tactics they are dirty and underhanded, but when we use them it is black ops. And we go a lot farther than just gurrila tactics, we perform full on terrorism. We have been responsible for assassinations, and engineering coups. We've even moved drugs and guarded drug caravans to support our causes.
I am saying don't be so surprised that these tactics get used or feel indignant when these tactics are used against us because we do far worse ourselves. I am saying that terrorists are just the same as our black ops divisions, and that our black ops divisions are exactly the same as terrorists. The Taliban funded Al-Qaida, and we fund the CIA, and Navy SEALS.

If anybody disagrees with him, here is proof:

read Rogue State by William Blum, Whiteout: The CIA, Drugs and the Press by Cockburn, Assassination on Embassy Row by Dinges, Deep Cover by Levine, The Blindfold's Eyes by Sister Dianna Ortiz (this is highly recommended), Safe for Democracy: The Secret Wars of CIA by Prados and many others -if you want just let me know.
I know this because the CIA is trying to start a program at my school where they will have a new curriculum to start recruiting hispanics into their sick business. And they use fancy crap jargon writing the introduction to the bill, so nobody in the school administration will question it. It's up to us students to stop it. I hope it doesn't get passed. It's just sick.
Any organization that has a dirty tricks division probably shouldn't be trusted. Good luck resisting/stopping that bill.
