Yes, they have; congress has again passed the Iraq war funding bill without restraints to what it can be used for. Meaning- If Iran is a threat to troops or security in Iraq, we may move a few miles into Iran or maybe a few lives. I fully support the war in Iraq but i would rather have congress keep it's lips to itself and off the presidents behind. This congress could not point to anything it had done by it's first hundred days of office(except claiming that the Iraq congress is inefficient). It came in promising lobbyists would not enjoy business as usual. They sure aren't; lobby parties are now out of reach of the poor, happening on the hill, and available only to the big huge co-oporations. They call it "educational parties".
I must say this: I am by no means disappointed, i didn't expect them to deliver the things they promised, probably they were mostly democrats and probably because they were running on a platform of sentiments. However; something i am really unhappy about is that the President has had his way on almost all major issues. Refusing to even compromise on many issues, this President unlike Ronald Regan and Bill Clinton has been able to take lame duck status to a new level.
There is no doubt that almost all these decisions are one's that i support, but even then i find myself asking why those in government would ignore the fact that Article 1 of the constitution is about the congress and not the President. The guys in Washington have successfully shifted the balance of things. They have put the courts on top, followed it by the executive branch and placed congress at the bottom.
So, who's to blame? In my opinion apart from investigating Bush administration scandals and increasing the minimum wage, there is nothing this congress has done. In every bill they send to the President they add billions of dollars of sometimes scandalously wasteful earmarks. The recently Iraq war bill contained approximately $28 billion of such earmarks. An investigation by abc news once reveled that lobbyists flood into Pelosi's house almost every night paying at least $10,000 to see her alone. I believe this shameful acts of congress are the things that are sinking it's reputation and ultimately it's worth.
Until we can elect leaders that not manipulators, we would not make progress.

Lol not exactly new. Congress has been slipping for over 100 years, you're kinda late on the hate parade. Why doesn't congress declare war like they are supposed too? They've done it five times in the history of our country, not exactly living up to their job title since that is one of the few powers they specifically recieve.
Furthermore courts are not on top. I'd say Prez, courts, congress.....but if EVERY congress did just a bit more they would be back on top of the courts.
This isn't a democrat thing or a republican thing....congress has been sucking for a long time, they don't want responsibility anymore.

There are two problems. One is that the congress has given up a lot of its power to the President, such as the right to fight wars, but that happened a while back. Now the problem is a very strong division betwen the parties. They disagree for the sake of disagreeing, almost. So, when the Reublicans were in control, they supported Bush because he's a Republican. Now, we have democrats who don't have a large enough majority to do anything without being vetoed. So they pass over the top bills that won't pass, critisize the president and then vote for the war because they aren't unpatriotic pansies.

The judges all enjoy playing god. A friend who is a judge told me not to expect justice in a courtroom. Very astute sportominc. Judges are on top and going wild.But there is good news. The courts are part of. three branches of government all checking and balancing each other. The wheels of government in The USA move slowly, and they are not controlled by 1 person or 1 group. It is not just gook from civics class. It works
